The only standard that I can recall that specifically addresses how many
modifications/haywires that can be applied to a product before redesign was
MIL-P-28809.  That is historical and does not pertain to IPC.  However it
may provide perspective that is useful for your question.  This document was
typically referenced on Mil contracts for this content support, while other
definitions were covered by additional standards.
