This basically is the same qualification process that was required by DESC
before transitioning 55110 to corresponding IPC requirements you stated.

Simply, you request a "contract" from the government agency to build
qualification samples, on materials you wish, and supply this information.
When you receive your "no cost" contract, you may begin building
qualification samples meeting specified requirements. Then, you submit these
samples to an independent test lab for specified testing and analysis. If
you pass all testing requirements (not always easy for those first time
outters) you are considered qualified to seek business from military
contractors.

You will be granted certification for one year and will have to requalify
annualy for group A and B requirements stated in specifications you, again,
cited.

I have been doing this type work for nearly thirty years. If you need

more detailed requirements as cost, time, qualification, requalification,
etc. The key to the process is being capable of building high quality and
highly reliable product, using your best process capabilities, that will
meet the rigorous tesging that will be performed.
