Yes!  Well, depends.

If you are putting ICs on boards for wave soldering then solder thieves are essential.  And don't forget orientation!  See figure 3-9 of IPC-SM-782A for an example.

There are also some who claim that a longer, thinner pad works better for caps / resistors in wave soldering, but I'm not sure I agree with that.  One of my customers used to use a modified pattern for resistors and capacitors, but recently changed to generic pads (same for wave and for reflow).  We have not noticed any significant difference in process yield.  But we didn't do any formal data collection on it so I am not making any big claims either way.

You may want to do an archive search for more info on using thieves / robbers.
