David I know of two places and you can look them up on the web: they are
www.photostencil.com (Photo Stencil) or www.beamon.com (Beam On). Photo
Stencil has the most experienced designers and can advise the most workable
solution. I have used both with great success. I believe both ship
worldwide. Not all shops can do step down stencils because the any process
used to do this is either messy or capital intensive and it is difficult to
get a reliable source of stepdowned material so they do not offer the
option.
