If you have not bonded it down I'd say it is neither!

But - if you have a lifted pad that you fix by bonding (say you work a bit of epoxy in there before you push it down), I'd call that a repair.  It may look perfect, but the board is not exactly to print.  

The definition we use here: if what you do brings the board to print requirements, it's rework.  If it fixes a problem and the board will meet form/fit/function, but not to drawing, that's a repair.

Question: Let's say I have a pad that is slightly lifted and I'm able to
push it down. Is this considered Rework or Repair?
