Rick,

The use of x-ray depends on what you are doing.
Rework ususally has 100% x-ray inspection.
Prototype usually has 100% x-ray inspection
Production can have 100% x-ray (especially if someone is paying for 5DX
inspection) or a sampling of first boards and shift change product.

X-ray finds bridges or possibly missing solder balls but cannot dependably
find "opens". Side viewing limited  to the number of rows it can see down
but can possible find cracks, opens, etc without destructive testing.
Usually research rather than straight production wants this type of
equipment.

So, what is your business and what is the nature of your BGA inspection?
