Jim,

1. Are ICs which are packaged in tape-and-reels safe from electrostatic
discharge (assuming none of the components are exposed)?

Devices that are packaged in tape and reel format should be safe if the
vendor uses ESDS protective materials.

2. Do the reels have to be packaged in an ESD bag when moving short
distances?

If the integrity of the reels have not been damaged, then no. However, I've
seen some shops put the reels in an ESD bag for protection - I've always
thought that this was overkill (overly conservative).

If the components are exposed or if the packaging is damaged, then yes.
Depending on how sensitive the hardware is, and the environmental conditions
(specifically relative humidity), parts can be damaged in transit if they
are not properly packaged.
