A dynamic solder pot is generally used for pre-tinning gold plated parts.
The solder movement actually "washes" away the gold.

                Why do you want this to be "flowing"?  If you really want it
on the
        cheap, couldn't you use a small static pot and skim the dross out of
the way
        when you tin?  There are many available at very low cost (and low
energy to
        run, low dross production).
