On one hand we are told there's no room for landfills, that lead-free is
needed because of incineration pollution.

On another hand, landfill pollution is the issue.

So what is the real hangup?

There is certainly knowledge in Japan re the
1. significant board and device level reliability degradation due to hi-temp
alloy replacement
2. bio-unavailability and insolubility of lead in land and landfills
3. measures to prevent stack emissions and protect people from exposure to
airborne lead
4. bio-unavailability of ingested lead
5. enormous costs of alloy change across the board
6. relatively moderate cost and many benefits of recycling.

Could we be dealing with an emotional or psychological issue, and not only in
Japan?
If so, how do we deal with it?
