Hi Mark,
Unfortunately, 80% effectiveness of manual inspection is way to optimistic.
A study by AT&T Bell Telephone Laboratories has shown how subjective and
unreliable manual visual inspection is; 4 inspectors were given the same
assemblies to inspect-- twice without knowing it, there was only 28%
agreement between any 2 of 4 inspectors, and only 6% agreement among all 4
inspectors.
To get to 80% or better, you AXI or something like it.
