This might not be inconsistent.

If people ask board shops for what they want:
  Finished hole tolerances:
  c. Plate through hole minimum copper wall thickness 20 um ( .0008" )
  NOTE: Hole diameters apply after plating.
but the board shops always provide thicker-than-minimum plating,
then everyone should be happy.

My company still hasn't converted to metric, so most of our specs still say
  Finished hole tolerances: (IPC-6011 & IPC-6012)
  c. Plate through hole minimum copper wall thickness .001"

I doubt that makes any real difference.
