Hi, Iain,
Yes, we've been using water soluble flux and solder paste for a number of
years for military avionics (Class 3).  Back in 1995, as a result of the
Montreal Protocol, we investigated alternative cleaning methods to eliminate
CFCs.  Well, back then, we found no suitable replacement that was as good as
Freon TMS.  The alternative was to change to a water soluble flux.  In 1996
we underwent a full blown qualification in accordance with MIL-STD-2000 and
J-STD-001A.

We now clean with an in-line aqueous cleaner using DI water only.  The rule
of thumb is that if it can go through the cleaner, use the water soluble
flux, if not, we use RMA and clean in a vapor degreaser.  (During the last
few years a number of replacement chemistries have been developed for vapor
degreasing that works very well, although expensive.)

        I am curious as to whether anyone is actually using water soluble
flux
        whether for reflow, wave or hand soldering on class 3 electronics -
        Military.

        This would be both for the assembly of CCA's & sub-assemblies ie.
some
        hand soldering of (stranded) wires.  I read most of the responses
the
        other week to a slightly similar question titled - rework & organic
        fluxes - but wasn't sure whether anyone was actually using W/S  for
        class 3 Military electronics.  The response from Jim Marsico the
other
        week wrt the US navy trial on the use of a W/S flux suggested some
are,
        perhaps someone would oblige.
