Here is how I would settle such a dispute:

Call a meeting with the engineer and the person responsible for
testing your area for esd and have the engineer hold an esd
fieldmeter wrapped inside the foam so that you can still see the
readout.   Have him watch the readout as he generates a 1000v charge
by scuffing his shoes on a non-ground carpet, or some other known
generative method.

You will accomplish two things by doing this.
1.  Prove whether or not the charge generated reaches the meter (and
therefore the assy).
2.  Educate both the engineer and yourself.

Now go and try it with the materials that you think you should be using.

Case closed.
