The analogy to swiss cheese was based on its holes.  The law passed by the
European Parliament is full of holes.  Any smelly cheese with holes would be
more appropriate for comparison.

The statement re risk assessment in Amendment 6, Recital 11, reads, "
Exemptions from the substitution requirement should be permitted if..not
possible from.scientific and technical point of view........or where
scientific evidence demonstrates that their use does not result in any
significant risk to health or the environment."

So it is an open ended law, far from final.  So the 1Jan 2006 prohibition of
lead is posturing, meant to please some of the constituents.
