Larry,
it's better to negotiate with your PCB supplier the percentage of "X out" boards in a lot and
the maximum "X out" boards allowed per panel.
It's good that the PO should note the "X outs", so you can reject the lot.
If you want a minumum of "X out" boards per lot PCB suppliers will increase the PCB piece
cost. If you don't want to increase your costs (as always) your production operators need to
separate all the "X out" boards and then run separately. If you run your SMT line with "X out"
boards your thruput will be affected.
