You could make an access database by assembly and have the person enter the designator.  The databse could contain the approved vendors, part number, designators, notes, etc. Then a query could be made to look up the designator and go to the record or you could make a customized report.  If the BOM is sent or can be put into the proper format the data could be imported an minimize the data entry task.
