Ideally, a "no-clean" residue is meant to be just that. The chemistry is
designed for the residues to be as innocuous as possible if left on. If
you wish to clean, then use a chemistry which is designed for that.

That having been said, it is **sometimes** possible to clean "no-clean"
but you should use compatible chemistry, usually employing some strong
components. For example, the Vigon A200 saponifier can sometimes do the
job with the right equipment and the right flux.
