EPA estimates that 7 PWB Facilities that will be Forced to Close under
Proposed MP&M Effluent Guidelines. In addition to the closures, an
additional 301 facilities are expected to have difficulty financing
compliance investments or on-going business investments as a result of the
rule.  EPA has estimated the total annualized cost (in 1996 dollars) of the
recently proposed effluent guidelines for PWB facilities to be $147.1
million for the PWB industry or slightly over a quarter million
per-facility.

We need your help!  In order to effectively oppose this rule, we need
information about each of our member's facilities.  In order to achieve a
more reasonable standard, we will need the cooperation of everyone in the
industry!  If we want EPA to take our comments seriously we must receive
completed surveys from a least ½ of the PWB shops in the country. Your
response is critical in generating the type of industry comments that will
defeat the rule.

The MP&M survey asks detailed questions about how the proposed rule could
affect your facility.  This survey is separate from the benchmarking survey
you may have seen posted on our website or in the IPC Review.  In addition
to some basic economic and process related information, we are asking for
your current discharge levels of cyanide, sulfides, tin and copper.  The
data will be aggregated with other industry data in order to challenge EPA's
flawed assumptions about the technical feasibility and economic impact of
the proposed guidelines.  We will not attach your facility name or location
to your data unless you tell us it is ok to do so.

Please return completed surveys to IPC's Government Affairs Office by March
16th, 2001 by fax (202) 638-0145 or mail to IPC; 1400 Eye Street, NW, Suite
