This sounds like a regeneration system for a KMn04/NaOH bath used to texture
plastics and circuit boards(desmear)to promote adhesion of catalyst and
electroless plating. The KMn04 breaks down during use and forms manganese
dioxide. The regeneration system using electrical current(rectifier)and
electrodes converts it back to active KMn04. Adjusting the rectifier output
amperage and on-time determines how much and how fast it regenerates. Most
regeneration systems have a max amperage which coupled with the loading
factor of work in the bath determines these settings.

If this is truly what you are using; in the past we would typically run at
80-90% rating for amps and leave it on 12hrs for every 8hrs of operation.
This was for multilayer PCB's after initial desmear. Of course everybody's
loading factors and processes are different, if unsure you can simply leave
it on, however this consumes electrical power. 
I would work with the supplier to determine the acceptable manganese
impurity range vs the active KMn04 range,then size the regeneration unit and
amperage/rectifier according to your work load.
