Steve,
You could use hot (>150F) caustic soda solution, but as Brian pointed out,
the mask and substrate are epoxy too. I would recommend an abrasive or
"scraping" method or just blocking the mistake out with another color ink
then re-doing the serial numbers over a chemical method.
