I have an option to use individual cables
which I can attach to wires I've soldered
onto the board.

I'm only familiar with UL-1950.  In that standard,
there's tables for pcb board constructions.  The
terms used are "clearance" and "creepage".  If
that's the standard you're building to, it'd be
best to contact UL and get that standard. There's
several factors that go into figuring which
numbers to use.
