I am relaying a question from a friend,

"We use water soluble solder paste, water soluble touch up flux and clean
the
boards in DI water. No boards are left any period of time with flux on them.
Our soldering irons are Metcal with 700 degree tips. Nothing out of the
norm.
We are experiencing this problem only on the fine pitch parts supplied by
our customer. This is the second time we have experienced this problem. The
problem is the leads are tarnishing. They look black. You can scrape them
and see clean solder underneath. We can walk around the part with and iron
and solder, but its real time consuming.
I suspect the parts are contaminated and my guess is it's happening in their
stockroom, but I may be wrong. Have you seen this before, and if so what was
it and how did you correct it."

Thanks in advance....
