In case everything else fails, you might want to measure the planarity of
the component. Plastic BGAs are notorious for warping after being exposed to
ambient moisture for a period of time. This will typically "lift" the
perimeter balls away from the board, which may induce additional stress on
external rows. Make sure your components are sufficiently dry prior to
reflow.
