Thank you for telling us about the IPC's very commendable leadership role in
upholding the application of science in the case of the new proposed EPA
reglulations on lead reporting.  I believe that some EPA fuctionaries may
have been cued by the European and Japanese lead-free initiatives.  In none
of these cases, U.S. or elsewhere, has there been a full and scientific risk
assessment or evaluation of the potential for recycling lead, particularly in
solder.  I do not believe that the DG-Environmental WEE document in Europe or
MITI's lead-free initiative in Japan are science-based any more than the EPA
regs.  They are all part of the same flawed fabric and all should be held up
to the light.
