Us fabricator type people like to manipulate all that data to suit our
needs, we're evil that way...~evil looking grin~

But seriously, in order to achieve the best yields it is not uncommon
for CAM personnel to make 'adjustments' to gerber in order to make a
product flow more smooth through the fabrication process. It is not
uncommon for clearances to be adjusted to prevent shorts of finished
product. I would expect no more than 1 or 2 mils difference between the
adjusted gerber artwork and finished product, for a process in decent
control.

The plot you're comparing the board to, is this from edited gerber (i.e.
after your fabricator has finished playing with it) or is it the
original design plot?

5 mil difference between artwork and finished board seems an extreme,
unless the fabricator made process adjustments to the gerber.
