With a PWB size of 1" x 2", a quantity of only 10, a material such as Rogers
and (unmentioned but presumed) a cycle time of 5-days or less for a
multilayer construction, let me ask you one question:

- Is there ANY cost driver you didn't maximize in this order?

Before you get grim with your "beloved PCB supplier" for "gouging" you, stop
and look at who is holding the knife.

Otherwise, Rogers offers discounts for volume purchases; your order doesn't
qualify as volume. If your beloved PCB supplier is routinely building on
Rogers there ought to be stock on-hand, but if your beloved PCB supplier
orders Roger material  on a per-order basis, then I suspect they (PCB
supplier) builds Rogers-based orders infrequently (raising other issues) and
are paying a hefty expedite fee for small quantities delivered (probably)
overnight.
