The old fashion way to regulate water pressure and supply was to put up a
water tower. Nowadays, you may want to consider something like a pressurized
expansion tank for the water supply. Then, once you have a constant water
pressure, you can use flow meters to monitor and control the regulator
valves for each system. You may even be able to recycle some of the water by
collecting it in a tank and pumping it back into the pressurized expansion
tank.
Anyways, just a thought.
