Is this isolation problem seen as internal shorts of high resistance ?

If so it has been previous discussed on this forum. I remember some of the
reasons were residues of conductive material in the internal layers or
invisible on the outerlayer. This could be caused by cleaning problems after
brown oxide, copper-spots after etching; "high" profile copper, inadequate
cleaning after ENIG aso.

We have been observing the problem of Isolation in Multilayer pcb's and we
have not been able to pin point the origin or the probable cause for this
defect. Can someone throw some light. The Electrical test machine shows this
defect as Isolation.
