I would say the key is answering the question "does the condition affect
form, fit, or function?", as the IPC-A-600F states. If not, then accept it;
if it does, then reject. I would suspect that it does not, but that is best
left for the customer to decide.

|Got an issue here raised by one of our IPC-A-600F users. The
|attached .pdf contains a photograph that shows the board edge
|of a sample which the user believes does not pass the criteria
|established in section 2.1.1.1., Nonmetallic Burrs. It would
|appear as though the router had some problems on the edges and
|fiberglass fibers are now falling off the edges.
