First guess is to clean using the same technology that you used for previous
flux.

Anything left is likely supposed to be there (i.e. No-Clean residues).

Chloride is funny.  There is two kinds.  The soluble stuff that comes off in
any good aqueous cleaning.  Then there is Lead Chloride, which is marginally
soluble, and slowly at that.  That is the enemy, and there are no easy
chemical tests, although the conductivity tests are not bad.  However, I am
not sure if that sort of test can be done on populated boards.
