Hi Jens,
Most electronic CAD software I'm aware of allows the use or creation of
solder paste stencil information. With that said, it's up to you, the user,
to ensure that the information complies with any imposed specifications.
Whether you use the library parts that come with the software or create your
own, the databases for SMT components usually make provision for all the
common fabrication data needed. However, I'm not aware of any software that
allows a user to input the command, "Meet the requirements of IPC-blah blah
blah" and have perfect fab data come pouring forth <grin>. The ability of a
CAD system to meet a set of design requirements is largely based on the
human sitting in front of it.
For what it's worth, we've been using PCAD, in all its various incarnations,
for the past 10+ years. I would characterize my organization as a
reasonably satisfied customer.

We plan to buy a low cost PCB software (PADS, Protel, OrCad os something
