OSP prep & coat is performed after hole plugging for many good reasons, not
the least being you shouldn't plug over OSP, and curing mask with OSP on the
board would weaken or render the OSP useless.

PTHs that are plugged only on 1-side are sometimes referred to as "flux
buckets". And for good reason. Those "buckets" can contain almost anything,
not all originating from the PWB vendor. Are these bare boards?

OSP isn't meant to serve as a long-term protectorate. What are the date codes
of the boards being assembled?

Do you know how the boards were stored (environmentally) between the time of
bare board fabrication and your point of use?
