If the PTH is a via, you could consider filling or plugging the holes with
any of available conductive polymer thick-film inks. As for component holes,
I would be doubtful that any hole requiring meaningful amounts of "make-up"
plating would satisfy IPC measurement and performance standards, with the
exception being the use of eyelets.
