It is fun to be asked questions that you know the answer for, so thank you.

You gotta start with bare Copper, whether you take what you have and get the
Tin off, or begin fresh with new Copper does not matter.

Then you gotta have CLEAN Copper.  Frankly, this is perhaps the most
difficult thing to achieve, as just looking clean does not mean it is clean.

Some of my more "interesting" customers have actually used immersion Tin
plating as a test for cleanliness, if it plates rapidly, and adherent, it is
clean.  It is a good test, if a bit extreme.

How to clean?  Yeah, well, the best thing is to go through multiple heated
cleaners, sprayed, with long immersion times....however, you do not have that
luxury.  Can you get the wire off the board, so it can be cleaned separately?
 We will hope.

I have a microetch/cleaner that will probably work for a quick dip at room
temperature...just don't park the wire in it for long, or the diameter of the
wire will go to zero...  This product also will probably strip the Tin, so
you can use badly plated parts in here too.

After the Copper is cleaned up, rinse FAST...not more than 30 seconds, or the
Copper will tend to tarnish up...then directly into the Tin plating
solution....leave it there maybe 5 minutes...longer is better...pull it out,
rinse, and go...

Gimme an address, and I will send you a quart of each, (Cleaner and Tin
plate) which ought to deal with a lotta feet of Copper wire.
