Bellcore has become Telcordia Technologies.  They have a web site, but I
don't have the proper spelling handy.  Use Telcordia in a search engine and
you should find it.

You are probably referring to Telcordia GR-78-CORE, section 14.4.  It is a
short SIR test at 35C/90% RH, but with very high resistance requirements.
