I know the copper foil supply is still very tight
now. Copper foil manufacturers even don't want to make
2 OZ copper foil (70 um) because they the productivity
is much lower than producing H OZ (18 um). Also there
is a saying that the drums used for copper foil
manufacturing is in tight supply too.
   What kind of copper foil you will use? (IPC-4562
defines 11 types)
   What is your panel size?
   What is the product Tg? (Which product catagory,
FR4 or BT or others)
   You can try Isola, Nelco, Polyclad and other CCL
copmany, but what you really need is special support
from any CCL company.
