I believe your confusion is that you are not taking into consideration the
last words in that sentence - "whichever is less".

Samples have to withstand a maximum of 2 pounds or a lesser value of force
determined from the formula.

You  use the formula to determine the number of pounds to be used, however if
it is more than 2 pounds, you only use 2 pounds.
