I did a little more digging and found the following.

Here is the site for NASA-STD-8739.3
http://www.hq.nasa.gov/office/codeq/sldrbch1.pdf on pages 39 and 40 they
talk about high voltage soldering for turret terminals.  This information
could also be applied to circuit boards.
