1) Form, fit, function the part must not interfere with installation
function of the mounting hole.
2) and 3) must not violate minimum electrical clearances. These are found in
a table Appendix A from IPC-A-610 or IPC-2221. In an application with up to
15 Volts the assembly minimum spacing would be .13 mm.  (bare board design
minimums would be .1 mm)

1). min. distance between a surface mount LED pad and a non-plated mounting
hole.
2). min. distance between a surface mount LED pad and a plated mounting hole
(pad edge to annular ring edge)
3). min. distance between a plated mounting hole and a non-plated mounting
hole.
3). min. distance between 2 surface mount pads.
