In answer to your questions
1)  This method is to be used for Non- plated through holes or single sided
boards.
     Usually only single sided boardss with non-plated through holes.

    The plated through holes were removed from the method because these never
failed.  When the wires are soldered into a plated through hole the bottom
side fillet acts as a little anchor and prevents the fillet from being pulled
out of the hole.  For many years this test appeared in specifications, but
there were no failures so the industry took it out of specifications for
plated through holes.  It still is valuable for unsupported holes.

2)  Both of the weights given in 6012 are the load force L.  You must use the
formula and your hole/land dimensions to determine if a pure 2 kg value is
less than
35 kg/sq cm and then use which ever value is less.
