I should have asked the question other way. How the design folks are making
their quotation, is it based on number of nets, ... What are the factors
being considered to prepare a layout quotation of fab?

Like,
number of holes.
size of the board.
how many layer of the brd.
what type of laminate , materials of the board.
what type of finishing.
etc...
