This is correct.
J-std. Is the process manuals.
IPC-A-610 is simply a pictorial addition to that. With other criteria that
addresses handling and such.

To state it simply, I believe the J-STD is employed during the design
effort, with the A-610 for acceptance of the manufacturing effort.
