My two cents......
What is an interconnect? It is an electrical connection between point A
and B. This can be accomplished by a PTH, blind via, buried via or even a
trace. Therefore, my interpretation to HDI is any interconnect structure
that would provide high wiring density. In most cases today, HDI involves
the use of microvia and/or blind/buried via. However, if you have a
process to do 1 mil line/space, I would consider it to be HDI as well.
