If the board is never bumped or tipped upside down, then yes the clinch is
unnecessary.  We have seen components "jump" out of their holes as the board
is being handled for hand insert components pre wave solder and in the
process of loading the boards in the wave solder machine.  Then the question
is where did the parts come from.

Is there any possibility of eliminating the clinch altogether?  If the holes
are plated through, was there some other reason for having the clinch?
