Hello Marty,

My two cents with experience as an ex-manufacturer, a purchaser and some B2B
e-commerce all over the world.

1 - Moving from 150 to 120 boards doesn't mean much, it is more dependent on
the number of panels.
If the quantity of panels decrease, it is likely that the price will
increase as some costs will be applied on the overall.
In the other hand, you may benefit of better pricing if you can forecast
yearly orders with scheduled shipments.
Also as your quantities are small it could be good to regroup two orders in
one delivery, thus increasing qty and reducing fixed costs.

2 - Many companies are charging for ET tooling once and ET is included into
the price of each PCB being tested.

Those may change from manufacturer to manufacturer but are the most common
situations

Being into the Design of PCB's, often, you may have the possibility, through
good DFM work to reduce the cost of a PCB more significantly than the
difference between 150 to 120 boards. i.e. being able to modify a PCB from
4/4 mils track width/spacing to 5/5. Or by better design for the assembly,
you may be able to reduce cost of the assembly which may prove to be much
more profitable. It is good to ask your assembler what you can do to reduce
cost.

On very rare occurrences, some purchasers are combining two parts into one
larger that will be separate after assembly, of the very same technology and
product type, mainly when the PCB's are going to used within the same
equipment and for the same quantities. This will definitely reduce costs but
is more difficult to manage. It is a dangerous practice as one board may
have modifications and not the other.
