The answer to your chicken and egg question is: the specification.
For the longest time, there weren't many (ie one) non-captive board houses
qualified to 31032. There still isn't a large number of qualified vendors
out there. Therefore, we continued to call out 55110 on our PWB drawings.
As far as customer specs go, even today, most of the ones that I receive and
work to continue to call out 55110. The caveat is that these same specs
also call out MIL-STD-2000 soldering and PWBs designed per MIL-STD-275E. No
wonder the word "dinosaur" comes to mind when dealing with the
military/aerospace world.

Steve can certainly specify IPC-6013 but my copies of MIL-P-50884C &
MIL-PRF-55110 say to use MIL-PRF-31032 for new design. At some level (system
design?) there has to be a requirement to use a certain mil spec, right?

(Why does this remind me of the chicken and the egg question - "Which came
first, the requirement for a specification or the specification?")
I haven't compared MIL-PRF-31032 and IPC-6013 yet - anybody know of
differences? The slash sheets for 31032 specify IPC specs. Personally, I'd
rather use IPC specs than the MIL documents for various reasons - better
written, and because an industry standard, by definition, should be
inclusive.
We haven't entered the MIL-PRF-31032 world so, maybe I'm missing something.
