I have had the condition on two different supplier's baths.  I found that
holding the pH of the gold bath at the high side of the supplier's designated
pH eliminated the formation of brown spots on the lands or random brownish
lands. I am not sure of the chemical mechanism, but it worked.  A pH
controller eliminated the problem forever on both baths.
