Gee, I haven't heard of GEE material before, but you're right, the third
character is generally a color designation, although it's listed in
MIL-S-13949 as "Special Consideration".
GE is G-10 (non-brominated, hence non-flame retardant, epoxy), while GF is
(brominated) FR-4.
