They don't look bad to me. If the minimum mask thickness is met, no problem.
It looks like Vacrel, should be 2.3 mils thick, right? Even if the thin
spots are down to 1 mil, I wouldn't be concerned. I don't know about what
issues one might have in the surface mount assembly process, but assuming no
problem there, I believe no reliability issues will result from this
condition.
