Attached is an exaggerated drawing of a hole-wall with this condition.

It is evident by the 'over-plating' in high-current density areas, in this case, the
'knee' area of the through hole. It is not uncommon for this condition to be present to
some extent in most holes, when it becomes excessive however, you can be confident
you'll see failures of some sort, if not the least being undersized hole diameter.
